When nobody needs to hold ETH, is ETH money or fuel?
David Hoffman's bull case for EIP-8141 (Frames): every token becomes a way to buy ETH-denominated blockspace, so the hardest onboarding step — needing ETH to spend USDC — goes away, which he reads as "ETH is Money" and "strictly bullish": more commerce, higher dominance, more ETH bought and burnt. The claim fuses two different ETH demands — ETH consumed as fuel (burn) and ETH held as money — and the very abstraction that removes the need to hold ETH is what could weaken the second even as it raises the first.
Not yet scoped — a decomposition, not a build. Split ETH demand into two accounts and model what 8141 does to each. (1) Flow demand: ETH bought-and-burned per unit of commerce; frictionless gas-in-any-token means more transactions clear, so this goes up. (2) Stock demand: ETH held as a reserve by users and treasuries; if you can transact holding only USDC and converting at the edge, this is exactly the demand 8141 removes. The bull case counts only (1). The exercise is to estimate both and then ask the follow-through question the thread skips: somebody still has to hold ETH to be the counterparty for every "pay gas in USDC" conversion — the paymaster / relayer / converter that fronts ETH and takes the token. So does holding demand vanish, or migrate from many sticky retail holders to a few thin professional inventories, and does that net to more ETH held or less? Deliverable: incremental burn from added commerce vs lost monetary premium from removed holding demand, both as ranges. Facts: David Hoffman (Bankless) on X, quoting Vitalik on EIP-8141 progress, seen 2026-09-08 — an ETH-aligned commentator's bull framing ("strictly bullish"); weight it as advocacy and confirm 8141's gas mechanics against the EIP.
Why
The bull case does a real sleight-of-hand, and naming it is the card. "ETH is Money" is a claim about ETH being held — a store of value with a monetary premium. The mechanism Hoffman cites — every token transaction still buys ETH-denominated blockspace, so more commerce means more ETH bought and burnt — is a claim about ETH being consumed. Those are two different demands, and 8141 pushes them in opposite directions: removing the requirement to hold ETH to transact raises consumption demand (frictionless commerce, more burn) while directly attacking holding demand (nobody has to keep any ETH). The argument is not wrong; it is under-specified, because it counts the burn it creates and ignores the held-float it removes.
Follow the ETH and the holding demand does not vanish — it migrates, and thins. Even when a user pays gas in USDC, some counterparty fronts the ETH and takes the token: the paymaster, relayer, or converter of bundler-paymaster-dependencies. So the question is not "does ETH demand disappear" but "who holds it now, and how much." Broad, sticky retail balances become a few professional inventories that hold the minimum working float and turn it over — which is float-not-the-paperwork and arb-bots-are-the-peg exactly: the price is set by the marginal holder, and the marginal holder is now a bot carrying as little ETH as it can. Burn up, held-float down, price set by thinner inventory. Whether that nets bullish is an empirical question, not a slogan.
So the honest verdict is one comparison, and it connects to the catalogue's value cards. Incremental burn from added commerce versus lost monetary premium from removed holding demand — both estimable, neither settled by "strictly bullish." This is the same "where does the value actually come from" discipline as where-yield-comes-from and fees-over-security-budget, turned on ETH itself, and it is the mirror of chain-becomes-a-token: that card is a chain deciding its token is worth more secured elsewhere; this one asks whether ETH's moneyness survives being abstracted into a UX detail nobody has to think about. "Strictly bullish" is the tell — a real answer prices both demands, and an argument that only counts the one that goes up has not been finished.
