A rising stablecoin cap is repackaged M2, not new money

A Fed staff paper on classifying stablecoins in the money supply notes their reserves — bank deposits and Treasury money-market funds — are already counted in M2. So a rising stablecoin market cap is not new dollars entering; it is existing dollars repackaged. What changes is velocity, not the total.

Not yet scoped — the deliverable is a rule for reading one recurring claim. Whenever you see 'stablecoin market cap = waiting buy-side capital', ask where that money came from: if it was moved out of a bank deposit or a Treasury MMF to mint the coin, it was already M2 and no new dollar was created. Only inflows from outside the dollar money supply are new demand. Why

Measurement comes before regulation, always, and this report is the measurement step for stablecoins. A regulator deciding where a new instrument sits in M1 vs M2 is not yet regulating it — it is learning to see it. That order is the useful signal: the classification work is what policy is later built on, so it is worth reading before the policy exists.

The double-counting note quietly refutes a whole market narrative. The story 'stablecoin market cap is dry powder waiting to buy' treats each minted dollar as fresh demand. But a stablecoin's reserves are bank deposits and government money-market funds — instruments already inside M2. Minting a stablecoin typically moves a dollar from one M2 form to another; it does not add a dollar. So the aggregate does not grow with the market cap — what grows is velocity, the speed the same dollars turn over, not the quantity. The honest question to attach to any 'stablecoin cap = buy-side fuel' claim is where did that dollar come from — from a Treasury or a deposit, and it was never new.

The report's third gap is a demand declaration. It states that on-chain data cannot distinguish US from overseas circulation and that 'an additional reporting framework may be needed.' When a regulator writes 'we cannot measure this' into a document, that is a specification for something that does not yet exist: a layer that attributes on-chain circulation geographically. The pieces this catalogue keeps collecting — KYC onboarding, attestations, edge geo-routing — sit exactly there. The saleable form is not 'who spent where' (that collides head-on with privacy) but an aggregate proof — 'X% of our issuance circulates in the US' — which is why jurisdiction-decides-the-category and cross-border-rail-interop are the neighbours: the thing sold is a compliance-grade measurement, not surveillance.

The two claims to hold

  1. Double-counting — stablecoin reserves (bank deposits, Treasury MMFs) are already in M2, so market-cap growth is repackaging, not creation; the variable that moves is velocity. Pairs with tokenized-money-banks and what-needs-a-stablecoin (what the wrapper adds over the deposit it holds).
  2. The geo gap — GENIUS applies to US-regulated issuers but on-chain flow carries no geography, so US vs overseas circulation is unmeasurable; the report flags a reporting framework 'may be needed'. Track whether that requirement lands in the OCC final rule (targeted November). Pairs with stablecoin-redemption-desk (where the reserve actually sits) and cross-border-rail-interop.

Why a card and not a note

Because both halves change how you price a number you will see constantly. 'Stablecoin cap hit $X' is reported as demand; the report says it is mostly reclassification. And 'GENIUS makes stablecoins compliant' is reported as done; the report says the thing that makes them measurable across borders does not exist yet. Measurement precedes both the policy and the product.
